SOLEDAD, Calif. -- A south Monterey County land owner has some big development plans for Soledad, including a university campus.Romeo Roxas owns 5,000 acres of land east of the city, bording on the Pinnacles National Monument.Roxas is planning to build a golf course, amusement park and commercial center on the property.
Representatives said the project would bring jobs, revenue and higher property values to the city.But opponents said Roxas is more interested in profitting from housing developments than in promoting education.Before the project can move forward, the city would first have to annex the land. So far, Roxas has not submitted an application.
